This is to inform all Students successfully admitted on Undergraduate and Postgraduate courses that the Provisional Admission Letters and Fees Structures have been compiled by the Academic Registrar's Department and University Finance Department and delivered to the respective Colleges/Schools and Up-Country Centres.
Students are encouraged to come along with their Personal Identification (IDs, Passports) in order to pick their Provisional Admission Letters.
Please note that;
1. NO FEE will be charged to pick the Provisional Admission Letters.
2. The Official Admission Letters can only be picked after payment of the FULL Tuition and All Functional Fees OR 60% Tuition and All Functional Fees
3. Students in the possession of their FULL Tuition and Functional fees are encouraged to pay all these fees IN ONE INSTALLMENT and avoid unnecessary trips to the bank.

ON A SERIOUS NOTE: ARONDA’S THREATS TO THE OPPOSITION AND THE PRESS

What these mean for freedom of expression, assembly and association

The appointment of Gen. Aronda Nyakairima as Minister of Internal affairs had raised eyebrows from opposition politicians, legal brains and the civil society. Infact, members of the opposition declared a week-long absence from the house in protest of the appointment. Following the controversial approval of the tough-talking General by the parliamentary appointments committee chaired by speaker Rebecca Kadaga on July 18th, the serving general received instruments of office from his predecessor, Eng. Hillary Onek on 24th July, six days later. The controversy, according to the speaker, should be blamed on the lacunas within the constitution. This is against a backdrop of article 208(2).

In his maiden speech, the former Chief of defence forces sounded a stern warning against the media, the opposition and the civil society in the name of defending majority rights which he believed should precede individual rights. Aronda who is now in charge of the police and prisons vowed to crack down protests, restrain NGOs engaging in activities different from those they registered for, and to enforce stricter media regulations. Of great importance to this debate is one of those popular statements he made in this maiden communication, “In the military, once an order or statement of the mission is read like that (you just start). Reading from that statement, it is clearly that Aronda is ready to serve his master’s interest not the public interest that he professes to serve. It also sheds all the doubt about the intention of appointing him to such an office.

Article 20(1) is clear, “Fundamental rights and freedoms of the individual are inherent and not granted by the state”. Clause 2 of the same article charges all organs and all agencies of government and all persons to respect, uphold and promote the rights and freedoms of the individual enshrined in chapter four of the 1995 Constitution of the Republic of Uganda. Article 29 grants (a) freedom of speech and expression which shall include freedom of the press and the media; (d) freedom to assemble and to demonstrate together with others peacefully and unarmed and to petition; and (e) freedom of association which shall include the freedom to form and join associations or unions, including trade unions and political and other civic organizations.

Unless, Aronda officially declares that military rule (In the military, once an order or statement of the mission is read like that (you just start)) has replaced constitutional rule, (never mind that his appointment and approval harbingers the infiltration of militarism into constitutional democracy), he must be reminded of the constitution.
Nonetheless, even with this constitution, the police have been restricting the movement of the former FDC leader, Kizza Besigye and Kampala Lord Mayor, Erias Lukwago in contravention of 29(2a) as well as stopping rallies which have always turned riotous after police intervention by firing tear gas canisters and live bullets. With Aronda at internal affairs and another general as the Inspector General of Police, the issue of public interest will always come to play and persecution and detention without trial will be the order of the day. The fact that persecution and detention without trial contravene article 43 (2 a and b) has on several occasions been under looked. Closure of media houses has been in place even with the constitution in place and the recent victims were KFM, the Daily Monitor and the Red Pepper in regard to the controversial letter of renegade General and former Chief of Military Intelligence David Tinyefuza that allegedly accused the president of planning the demise of those opposed to the first son’s succeeding his father in the country’s top seat.  Also in the wake of what has been dubbed ‘The Muhoozi Project’, which government has dismissed as non existent, government has promised to move in to crack down on social media. Aronda’s crackdown on the media is most likely to include a clearout of social media.

Aronda’s warnings must not be taken lightly and neither must they be taken as new. They are just an extension of a crackdown on the media, civil society and opposition. As we slowly but surely move from budding constitutionalism to aging militarism, the media, civil society and opposition must prepare for tougher times ahead. The constitution, rule of law and the will of the people are on trial. It merits mentioning that what is constitutionally right and in public interest (never mind who defines it), is what the author of the so-called orders from above considers so. Freedom of expression, assembly and association will be on the receiving end as the regime seeks to cling onto power, not because the constitution does not consider them fundamental and inherent (in any case the constitution is clear as highlighted above) but because they are a threat to the interest of the regime. Aronda’s threats are not only unconstitutional and unfortunate but also dangerous for democracy and also set a bad precedent

CHANGE WE CAN BELIEVE IN

Gallant Makerereans, I. Write this article with great honour and with due respect for all Makereans and all readers. For long, decisions have been made based on various considerations, but now is the time to put our intellect to test. It’s evident that to a larger extent, things are not okay, not even in the interest of the majority students. I therefore, with great humility, call upon any single Makererean to objectively open up their mind and realize what could empower a Makererean in his/her capacity as a student, regardless of their size,colour,age,or even year of study. Now is the time to call off individual interests and appreciate the interests of Makererean.

MAKERERE UNIVERSITY

We owe a lot to the younger generation, even our own children and as well as our grandchildren. The decisions we make today, shall greatly determine whether they can have the quality education that the then Ugandan child shall need. Our decisions can as well give our poor parents and neighbors back in our villages, who dig day by day with the hope of providing quality education to their children in such a great institution.
I know we can surely give them hope; we simply need to be independent in our decisions. We should no longer be compromised by the interests of small groups of people at the expense of Makerereans.
Fellow intellectuals, it’s time for MAKEREREANS TO OWN MAKERERE. In that, we shall truly hope and believe, as "WE BUILD FOR THE FUTURE"

The teachers’ strikes over salaries are as old as low pays. Owing to the need for more teargas, which we can’t do without, the president, whom everyone wants to run to, had thought it not imprudent to sacrifice the 20% salary increment he had promised the chalk-scoffing Ugandans when they went on strike last year. It seems the Principal has lost hope in threatening them, “If you want more pay, go and do other things. After all, many people are unemployed.” But wait. Has the man in a yellow hat heard of the impending strike at the Ivory Tower? It’s supposed to be 100% Your Excellency. Did I hear you send me to go and remind him that promises are debts? I’ll go and tell him, hope the tough-speaking new minister of domestic affairs doesn’t order the police chief and the infamous Omara to feed me with expired tear gas.


I laughed my lungs out when I saw MPs asking for loans from the Principal. Thank God the hard times have paid parliament a courtesy visit. They’ve always thought the mwanainchi  was over-whimpering as he chanted ‘the hard times song’.  If a dog bites a man carrying a papyrus mat, will the hide-vendor survive? Certainly not and we can’t caucus on that.

The principal had not carried sacks of money that day. He had carried sacks of counsel and embarked on hours of delivering another state-of-nation address. He advised his sons and daughters to be frugal and to avoid loan sharks. It seems the central bank has run out of paper to print more money. Tender to supply paper. Please apply.
Thoughts about my past experience as a teacher left me flooding in pools of tears. I spent sleepless nights in pensive moods pondering how to help teachers and all those whose high marginal dissatisfaction with their jobs had gone through their roofs.                                                                                                             

My contemplation was not in vain. The National Oil Company (Natoil) will pay its drivers and office attendants a whooping 1.5m, enough money to pay five teachers. NO TOIL AT Natoil. For you honorable MPs instead of begging the yellow Principal, why don’t you go to Natoil. We’ll give out the bigger jobs based on the level of pennilessness. The legislator that is the most broke ( brokest) and pocket broken (brokenest) will be the Managing Director and  his or her pockets will smile with a roaring 51m, a sum 3m higher than that of the highest paid civil servant KCCA’s ED. The less broke legislators can be managers and earn 38.6m, chief managers and earn 25.8m, or senior officers and earn 20.5. Wait, why am I still a journalist? If you don’t hear from me next week, just know I went to Natoil where there is NO TOIL. If you still like PLAN B, don’t break the fast until I’ve been denied a fatty job.

A SOULS’ SUPERMARKET OPENS, JOBS UP FOR GRABS

This week has added four more wrinkles to my rugged face.  Son has made it a habit to give dad a chance to sleep with his wife. That’s cherished benevolence. Giving thanks to the dowry payer perhaps. I’ve ordered my oval-shaped head not to let my mind believe the tears of Parliamentarians. They’re crocodile tears. I’ve embarked on a one-month fasting spree dubbed, “May the dad steal the foolish son’s wife pakalast”. This is in addition to the slim possible season IV that I’m undergoing. I won’t break the fast till the executive has disbanded the house occupied by a bunch of snoring stooges who tremble at the sight of their treacherous dad- I doubt if there’s still need to keep slimming ourselves to pay  these chubby tax gobblers.  Aronda’s approval ushers in a new dawn titled the “Impure quadrangle of the father, the son, the stepmother and the uncle”.

At least, this will break the monotony of the Trinity of vision 2040 Dictatorship that we’ve been used to and I think our legislators are leading us into their master’s Canaan. I’m not uncertain it’s not hell. Their approval gave me a selling business idea, souls’ supermarket. One visit to Entebbe, one cup of tea with the master,  five years of soul rent as a tenant. A little coins, lifetime ownership. Many of us can begin consultancy firms and employ a number of jobless youths as brokers. The demand for these souls will depend on the number of controversial issues in the majestic house. No more unemployment.

For the only man with a vision for this country and his accomplices, the ground is fertile for those who hunted their animal to slaughter it and share the meat. He can now make all the cabinet a military junta and announce a coup without a billboard-like legal notice. Muhoozi will replace Aronda to represent the forces in Parliament and will be appointed minister of Defence to complete the Vision 2040 Quadrangle. Members of parliament will soon be appointed by the president and vetted by the son, his step-mother and his uncle (The Trinity of Vision Implementers). LC Chairpersons will be appointed by the president and must strictly be soldiers. We can also trust Brig. Nalweyiso and Gen. Salim Saleh to shoot the wretched poverty out of Luwero using money sacks. Hope they won’t one day confess with sweating tongues like the Nakawa SACCO-350 million thief, “I’m an old woman. I’m baptized. I din’t steal”

The Aronda-Kayihura combination has made me contemplate on how to seek asylum either in London where I can join Renegade Gen. David SSejusa or Ecuador where I can meet Assange, the Chief Wiki leaker. Countrymen, put your hands together for teargas reloaded, more raids for letters, be them love letters or facebook inboxes.  You’re safe with my anger because I express it in my words using paper and pencil. For the tough-looking soldiers, their anger will be exhibited through the gun fire. This is no barrel of laughs. Aronda’s first assignment will be dealing with national identification cards. No card, Panda gari. Relax, it’s only a pilot scheme and money for these IDs will soon be swindled by Kazinda’s trainees. At least, I can comfortably bet on this. We can for the mean time continue to use our birth certificates (which 70% of us have no idea how they look like), education documents most of which are available on Nasser Road. I guess those guys will record roof-escaping sales owing to our high marginal propensity to dodge procedure.

Before we disband Parliament, let’s spare two MPs. Odonga Otto wants drinking hours limited. Let all bars open at 5pm. One of the reasons is that overdrinking reduces men’s capacity to perform their duties between the sheets. I hear some women have threatened to take their husbands to court for sparing their duty of picking forbidden fruits. Thank God I capped the bottle. The other one is the arrogant Eddie Kwizera who wants retirement age lifted till death. He has at least showed us that he’s a strong advocate of youth unemployment. Just keep your fingers crossed for a bunch of more grey-haired-not-getting-any-younger sleeping and snoring drivers of destiny. Dear, Allah, may they lead us not into Hell on earth but if they do, may they have their share of brimstone flames and gnashing of teeth for which they’ve worked inexorably.

UNIVERSITY OF EAST AFRICA MARKS 50TH ANNIVERSARY

At 99 years, Mzee Ananiya Akera, ranks comfortably among the oldest Ugandans living today. But unlike most of his peers, he neither uses a walking stick nor does he wear glasses for walking and seeing respectively. For the University of East Africa, mzee Akera of very special significance. He is not only the University’s oldest alumnus, but also the man who attended class and shared a room with Mwalimu Julius Kambarage Nyerere; the first and still the only Chancellor of the University.

The University of East Africa came into existence on June 28th 1963 after the independence of the East African countries. Originally, it had first been known as a technical college, and later as a University college affiliated to the University of London in the United Kingdom. At its inauguration in 1963, Mwalimu Julius Nyerere, the then president of the republic of Tanganyika, and an alumnus of the University became its first Chancellor. He has remained the only Chancellor of the University up to today, because on July 1st 1970, the University of East Africa was disbanded and gave birth to three independent Universities, one in each of the original three Independent East African countries that is Makerere University in Uganda, University of Nairobi in Kenya and Dar-es-salaam University in Tanzania.

On Saturday June 29th, hundreds of renowned scholars, diplomats, politicians and academics from around East Africa thronged Makerere University to commemorate 50 years since the formation of the University of East Africa as part of the year long celebrations to mark 90 years of Makerere University’s existence. The function was to also  pay tribute to the university’s first Chancellor whom speaker after speaker spoke about in glowing terms as one of the most prominent and illustrious sons of Africa to have gone through the gates of the university. 

In attendance were the  Vice- Chancellors of the Universities of Makerere, Nairobi and Dar-es-salaam, renown Scholar, academic and writer Ngugi wa Thiongo (also an alumnus of the University),  government officials; Hon. Jessica Alupo (minister of Education and Sports), and Prof. Ephraim Kamuntu who represented President Yoweri Museveni as Chief Guest. Prominent alumni of the university were also in attendance and included Prof. Apollo Nsibambi, a former student, lecturer and Chancellor of the University, Dr. Olara Otunnu a former Guild President of Makerere University and Hon. Mathew Rukikaire, who was the Guild president at the commissioning of The University of East Africa and also a former Chairman of the University Council among others.

The function also seemed to have aroused the spirit of East Africanness and the eminent need of an East African political Union which the University of East Africa in a way symbolized. Speaker after Speaker spoke about the symbolic nature of Makerere University as the region’s premier University and how it evoked the spirit of East Africanness as it attracted and nurtured students from all over the region. 

Reminiscing about the creation of the University of East Africa in 1963, Mathew Rukikaire, the then Guild President noted,  “we all hailed the leap forward in our speeches and passionately hoped that this would lead to the ‘promised land’ of an integration of East Africa.” Ngugi wa Thiongo in his keynote address also talked about how as students they had celebrated the independence of all The East African countries as a collective victory. He noted, “Tanzania and Uganda were the first (to be independent) but when finally Kenya came into the mix, we spilled the streets of Kampala and sang along with the masses of the three countries.” He added, “In our euphoria, we allowed ourselves to dream of an imminent East African union.”  And as if in a conclusive remark one speaker asked, “Is it impossible to realize that dream?”

In his keynote address, Ngugi spoke of the significance of Makerere University to his literary career. “It was here on this hill that I wrote my first two novels, ‘Weep not Child’ and ‘The River Between’, and numerous short stories.” He said, before adding, “Makerere opened my imagination.” He also talked about the significance of Makerere hosting the first ever gathering of African writers in Africa that took place in 1962. “They had met anywhere else but in Africa, so Makerere was the first ever gathering of African writers in Africa.” He said before adding, “Thus if Makerere was the site ad symbol of East African intellectual community, it now marked the birth of literary Pan Africanism.” He also sought to question the tendency by western media and scholars to tribalise African issues arguing that, “The continued evaluation of events in Africa through the prism of the tribe masks and distorts the real issues driving African realities.” As he completed his presentation, the master of Ceremonies could not hide his elation at seeing Ngugi ‘live’ as he professed to have only seen him on the back of his novels before. The ‘tribe’ of Literature at Makerere university was also not to be left behind, and they presented their tribesman with a plaque, in recognition of his literary accomplishments.

It was then time to remember Mwalimu Julius Nyerere; the man, the president, the Pan Africanist, the Scholar, the alumnus and only chancellor of the University of East Africa. Nyerere the man was remembered as simple, humble and a devout Catholic who attended mass every day of his life. As a scholar and writer he was remembered for his Kiswahili translation of two literary works, i.e.; Shakespeare’s Julius Caesar which he named ‘Julius Kaisari’ and The Merchant of Venice which he named Mabepari wa Venice among others. His other book, Women Freedom; Women are Eagles, not Chickens was also launched   and will be going for shs.20,000, whose proceeds will be used to help bright but poor female children to access education at Makerere University. 

As a pan Africanist, Nyerere was also remembered for his efforts in ending white minority rule in South Africa, while others referred to him as an East African to the core, who helped unite Tanganyika and Zanzibar hence the birth of Tanzania and who championed the dream of a united East Africa going as far as proposing to delay Tanganyika’s independence until the other East African countries were ready for independence so that they would earn independence as one Political Federation. Rukikaire referred to him as ‘a departed doyen of Makerere alumni fraternity’ and that by the time of his death, ‘he had become an immortalized soul whose life and name are eternally inscribed in imperishable stone.’

The ‘three wise men’ as the three Vice Chancellors were famously referred to on their part talked about the urgent need by their respective governments to prioritize higher education with the Makerere University Vice-Chancellor, Prof.Ddumba Sentamu hailing the president’s efforts to promote research and technology at the University under the  Presidential initiative for Science and Technology Scheme. They however mentioned insufficient funding especially to the tertiary institutions and the mismatch between the ever increasing demand for higher education and the limited capacity of the available institutions and resources to meet it as some of the impediments to attainment of quality higher education.

As the ceremony came to a close, memories of their student days at the University seemed to have taken the better of some of the renowned political opponents, as they seemed to have for a moment put aside their political differences to share in the merrymaking. Olara Otunnu- the Uganda Peoples’ Congress President ( visibly enjoying a break from his recent court tribulations) was seen sharing a light moment with some senior members of the state apparatus like Prof. Apollo Nsibambi and Rukikaire,- a scene that left revelers yearning for more. 

The function was however poor on time keeping, ending at about 8pm instead of the scheduled 5 pm, even though the master of ceremonies sought to downplay the peoples’ anxiety by reminding them that they were attempting to ‘remember fifty years in five hours.’  The three Universities also made special recognition and awarded some of their prominent alumni, with the University of Dar-es-salaam nominating president Museveni for the award while Makerere University nominated former vice Chancellor prof. Livingstone Serwadda Lubbobi and former Education minister- Namirembe Bitamazire amongst their nominations for the awards. 

At the closure of the function, music played as people struggled for a feel and handshake of Ngugi wa Thiongo, while for others, memories came to the fore as they reminisced about the old student days as Ugandans, Kenyans and Tanzanians rubbed shoulders in a scene that seemed to suggest that after decades of separation, East Africans had finally found a home in Makerere University. Indeed for a moment, the borders and the thousands of miles that stood between them seemed to have been defied and for those brief moments, the elusive union seemed at last a reality. And who knows, perhaps Makerere can become the catalyst for this Union. 

SIGNS THAT SHE CONSIDERS YOUR LOVE CLOSED CHAPTER

The memories still linger fresh in your mind of the times you came to university to pick admission forms; with your then girlfriend, walking hand-in-hand. You still recall her manky outfit, scraggly hair and dusty feet laden with horrifying cracks at the heel. She had the rural attitude written all over her face. She had an unmatched excitement. You nibbled boiled maize for lunch and boarded the taxi back together. You lived a modest life, but felt you had something of value between the two of you: love!

Three semesters into your university stay, you realize your sweetheart is changing. You feel indignant and compromised. The spark of the love you shared died out months back. She gives you all sorts of excuses regarding her new nature; from academic stress to family problems. All this while, convincing you she will change. You patiently hoped she would change till your patience sloughed thin. She eventually discloses to you the truth after you coax her. The love you shared was no more—a tale of old.

Traditionally, the males hunted and disposed off when they pleased. Now it’s different. They have also become vulnerable victims as far as matters of the heart are concerned.

At the turn of the last century, women have assumed different positions in the social, economic and political world. This has not only come along with the money or status, but with the power to hook and dump men.
What makes it sad is the fact that most ‘good’ men won't see this coming because they are too infatuated to notice the little blemishing signs early. They stick to these torrid relationships and only relinquish if they are attacked with rabid confrontations.

You don't have to be a seer to decipher what looms ahead of you; these signs will help that do indicate. They are much simpler to notice than the biblical signs that will mark the coming of the Son of Man. Below are a jot of the signs to base upon when she no longer considers you her cup of tea.

Physical detachment:

Everyone loves to be close to the things they love. It is an indelible law of physical attraction. If she doesn't value your presence and doesn't cherish the time you spend together, you will know that she is slowly slipping out or your clenched fist. She doesn't want you anymore. She will give you all sorts of excuses not to have your physical figure near hers. Her once frequent visits to your room will dwindle and she will not want you at her place either. When you see this, you just have to give up and concentrate on your books!

For some reason, I think talking about this tramples upon my religious virtues. Doesn't this translate into fornication given the fact that most of the students are not married? Anyway, back to the worldly perspective. If your girlfriend all of a sudden resents making out without proper reason, start to ponder elsewhere or you will be left counting your losses when it’s too late.

Girls know that men love the act of lovemaking; capable of sacrificing their money and time just for a few minutes of intimacy. If she denies you that, she has as well denied you everything and considers you discern that your relationship has hit the foot—its time to move on dude.

Apparition of Mr. X

Even the most committed wife will have a man she adores and crushes on other than her husband. This is normal and should present no hitches in a normal relationship. But perpetual torrents of praise to another guy are a total turn-off. At least if the guy is some international personality who can't stoop so low for your girlfriend, you can stomach that. But what if the guy is her course mate, hostel mate? Telling you about his generosity, convection looks and James Bond charm and style. It’s an indication that her heart is seeing someone else. Likewise, her body will follow suit.

Spontaneous change in her style

Females are very sensitive to even the minutest changes that occur in style than their supposedly male partners. Her style is changing and so is the intensity of emotions between you. The difference is that her taste of style is increasing whereas the love between you is plummeting! This is exhibited by the fact that they waste colossal periods of their time looking at themselves in the mirror. Isn't it natural anyway?

 If she had the kiruhura mentality when she set foot at the hill; having a monotonous hairstyle, possessing a decrepit Chinese phone and hobbled instead of walking; yet in just a few months into her university life, she speaks with a feigned Miriam Kiwanuka dialect, walks like a Naomi Campbell protégé, adorns outlandish attire and posses a style that would make her a suitable candidate for a reality celebrity show, you have to brace yourself for a jilted experience later on.

Sudden loss of appetite

We guys will always pretend that Eve’s daughters have a shallow appetite (just pretend). But this is exacerbated when there feelings for you wane. The days when genuine love existed, she didn’t make a fuss on being ushered into a sordid kafunda in kikumi kikumi or when she had meals in your room, she left your plate sparkling because she couldn't do away with the licking. Those are the days!

Currently, she gets a nauseating experience once she drips any broth on her tongue at yours. Her meager appetite is only reserved for chicken, fries, ice-cream and the weekend fried fish at the beach. This is an implied way that she wants you out of her life.

Spontaneous change in her appearance

Now don't get me wrong. I don't want to resurrect the Judith Babirye-Niwo incident where the latter barred the former from enhancing her looks, sometimes it’s just wrong timing. A woman who was synonymous with possessing an ashen skin, dandruff filled hair, cracked feet and lips would out rightly send emotions of skepticism in the heart of her beau. A young woman trying to enhance her appearance is not bad at all if it’s gradual. But if it just occurs to first for the guy to conjecture, even her close friends and acquaintances, it would prove to be the beginning of the end. She could be trying to ‘polish’ herself up so she can get a variety guys in her client base! Watch out!

Busy

This is one the most used excuse by girls. They are naturally weak species; they can hardly stand up and tell you the truth with the pretext of ‘not wanting to hurt the poor guy’s feelings’. She will make herself as busy as possible including her phone. She won’t receive your calls and she will go an extra mile by blacklisting your phone number.

Sometimes you may be lucky and you through, but as soon as she hangs up, she will rebuke you among her friends. Calling you glue of some sort.

The signs are numerous, I would have used and I would have been happy to go on if it’s not for the perfunctory spirit that has embodied upon me. But as I said earlier, you don't have to be a seer to notice this. 

If you do, waste no time anymore; get the heck out of that relationship.
